In answer to Brown's demand for revocation of General Orders of government about duty on goods not brought directly from U.S.: Brown has not accepted the French proposal nor offered as valid a proposal. In answer to Brown's demand that U.S. ships at Havre be excused from the duty on U.S. goods, although they are legally liable to it, he will give a final answer when the Minister of Finance has come to a decision.
